Bagnoli, from the control room «Yes» to the proposal not to remove the fill

The sea fill (mud and poisons from the Bagnoli coast) will not necessarily have to be removed, but can remain where it formed. Yesterday Invitalia, as the implementing body of the Bagnoli redevelopment interventions, presented a preliminary study to the control room, as had been requested in a previous session held in February.

The meeting, chaired by the Minister for European Affairs, the South, Cohesion Policies and the Pnrr, Raffaele Fitto, was attended by the Minister of the Environment and Energy Security Pichetto Fratin, together with the Undersecretary for Infrastructure Ferrante; representatives of the ministry of culture; the mayor of the Municipality of Naples as Extraordinary Commissioner of the Manfredi Government; and the CEO of Invitalia Mattarella. While he was absent, the Campania Region was in strong conflict with the Government over development and cohesion funds and differentiated autonomy.

Invitalia: removal can cause more pollution

The Invitalia study provides a first response to the concerns expressed by Government representatives on the risk that the removal will produce a greater environmental impact. For Invitalia it is preferable not to move the sludge because this would produce more pollution (it is assumed that truck traffic for disposal would enormously burden the road arteries). However, filling the landfill would allow the intervention time to be reduced and its costs to be reduced. We will therefore follow the path of coverage, but on one condition: that the solution adopted allows for total reclamation and allows the marine area to be made suitable for bathing.

We move on to executive planning

The word now passes to the Government which will have to adopt a regulatory change and returns to Invitalia which will move on to the executive planning of the intervention. The meeting, as expected, was also an opportunity for a remodulation of 400 million (residual funds). Another important step because it allows us to start the land reclamation sites that have not yet started: those of the Park Gate and the Land Lot. With these the ground rehabilitation will be completed.

The interventions, included in the urban regeneration and environmental remediation plan approved by decree of the President of the Republic of 2019, concern the implementation of land reclamation works, the construction of infrastructures and urban regeneration interventions, marine remediation including the removal of the refilling. «The control room has noted that the projects can be quickly built and of a strategic nature, has approved the technical sheets and asked the Commissioner to formally send them to the Campania Region and the Ministry for Cohesion», we read in a Note.
