Azienda Zero to make healthcare more efficient

Calabrian healthcare is still at a standstill, although, despite the many critical issues, there are “paths to refunctionalize the management for the normalization of the provision of LEAs”, as highlighted by the Court of Auditors in the recent report by the prosecutor Romeo Ermenegildo Palma, on the equalization of the 2022 statement.

Among the steps forward highlighted by the accounting prosecutor’s office, «further functional initiatives to equip the health system with human and instrumental resources suitable to ensure respect for the constitutional right to health, the decisive commitment of the extraordinary commissioner/president of the Region to make the hospital network suitable in a regional territory strongly characterized by a peculiar orography”. In short, a “reversal of trend compared to previous commissioner managements”.

But the Court of Auditors does not discount the confusion and difficulties that still grip the system: from the absence of centralized health management budgets to that of the consolidated budget, up to the staff shortages and the consequent “worsening of the critical issues in the functioning of the services of emergency and urgency”.

Roberto Occhiuto, president of the Region, ad acta commissioner of health for two years, admits that, considering the starting point of his management (12 years of unsuccessful commissionership by the national government) «it will take some time, but we have taken the direction right.” This is demonstrated by the latest regional competition for emergency doctors: «We received 433 applications out of 263 places available. A figure that goes against the national trend. Calabria, taking advantage of all the possibilities offered by the new rules, is reversing the trend and becoming attractive.” In the past, competitions were punctually deserted. «We have used, among the first in Italy – adds the governor – the innovations introduced into the law in recent months». It is now possible, for example, to include new medical managers in the health service workforce, even if they are in specialist training. Furthermore, with the amendment of the extension decree, «58 million are released, 19.4 for 2024 and 38.6 for 2025, intended to finance the project variants relating to the works for the construction of the hospitals of Sibaritide, Vibo Valentia , of Catanzaro and of Gioia Tauro”.

With Por 2014-2020 funds (which were in danger of being lost), 60 ambulances were purchased to implement the fleet of emergency service vehicles in all the provinces. And 30 more are on the way.
